ABA therapy in Wisconsin

Wisconsin Medicaid covers ABA for eligible kids, and the state has required private insurance to cover autism care since 2009. Here’s how it actually works — and how we handle the messy parts for you.

Does Medicaid cover ABA in Wisconsin? Yes.

THE COVERAGE PATHWAY

ForwardHealth Behavioral Treatment Benefit (since 1/1/2016) covering ABA and Early Start Denver Model as comprehensive or focused treatment for Medicaid members with autism or related behavioral conditions

WHO RUNS IT

Wisconsin Department of Health Services (DHS), Division of Medicaid Services; ForwardHealth portal (forwardhealth.wi.gov)

You don’t have to memorize any of this — we work with Wisconsin’s system every day.

Getting approved, in three steps

Wisconsin requires paperwork before therapy is covered. Here’s the whole process from your side of the table — we do the rest.

  1. 1

    Round up the diagnosis paperwork

An autism diagnosis from a qualified provider is the key that opens coverage. Already have it? You’re ahead. If not, we’ll help you find an evaluation.

  2. 2

We build and submit the plan

Your BCBA assesses your child and writes the treatment plan. Then we file it with the right reviewer in Wisconsin — forms, follow-ups, and all.

  3. 3

    Coverage confirmed. Therapy starts.

Once the plan signs off, sessions begin. Most families who qualify start within 2–3 weeks. Approvals renew on a schedule — we track it so you never think about it.

The fine print, if you want it (Wisconsin’s exact rules)

ForwardHealth requires a medical examination and written referral/prescription from a Medicaid-enrolled qualified medical provider plus a provider-submitted PA request with diagnostic documentation (validated tools such as ADOS-2/ADI-R) and treatment plan; initial PAs approved for up to 6 months

How many hours a week?

Comprehensive treatment for young children vs focused treatment for specific behaviors; intensive-level defined in the mandate as 30-35+ hours a week (Medicaid hours individualized)

Private insurance has to help too

Not on Medicaid? Wisconsin’s autism insurance law makes state-regulated private plans cover autism care — you’d pay your plan’s normal deductible and copays. The rule on the books: Enacted 2009 (effective 11/1/2009): minimum $50,000/yr for intensive-level services (ages 2-9, minimum 4 years) and $25,000/yr for nonintensive-level services with no age limit; amounts CPI-adjusted annually since 2011 - caps still in place

Waiver programs worth knowing

Waivers can add services or open Medicaid eligibility even when family income is too high. In Wisconsin: Children's Long-Term Support (CLTS) Waiver (under 22, includes intensive autism services) plus Katie Beckett Medicaid eligibility pathway; Family Care/IRIS for adults

What does ABA actually cost in Wisconsin?

Wisconsin Medicaid reimburses ABA providers roughly $48–$166 per hour for one-on-one therapy (rates differ by clinician credential and setting). That's what the state pays us — with Medicaid, most families pay nothing out of pocket.
